On 26 March 2026, Ministry of Housing, Communities and Local Government officials wrote to the chief executives of Essex, Southend-on-Sea and Thurrock councils to provide information around the secondary legislation that will be taken forward to implement a proposal for 5 unitary councils in Essex, Southend-on-Sea and Thurrock.​
