UK Statement for the Item 10 Interactive Dialogue with the High Commissioner on Haiti with the participation of the Designated Expert on Human Rights. Delivered at the 61st Human Rights Council in Geneva.

Thank you Mr President,

The ongoing human rights crisis in Haiti remains deeply concerning, with criminal gangs continuing to commit horrific abuses, including killings, kidnappings and sexual violence.

Over 1.6 million Haitians have been displaced, with many forced to flee their homes in search of safety. We are particularly alarmed by reports of children being recruited by armed groups, exposing minors to grave risks and perpetuating cycles of violence.

We recognise the Haitian government’s efforts to dismantle gang networks. Internationally, the impending transition to the Gang Suppression Force (GSF) from 1 April is a critical moment in re-establishing lasting security.

It is essential that the GSF has a robust human rights compliance system embedded from the outset, building on the lessons learned from the UK-funded human rights support to the Multinational Security Support mission. All security forces must conduct themselves in accordance with human rights standards, and be held to account for any violations.

We urge all actors to protect vulnerable groups and to prioritise the prevention and survivor-centred management of sexual exploitation and abuse.

The UK stands ready to support coordinated, targeted international action to help Haiti restore security and uphold human rights for all.
