CTU to enable the use of 26 GHz band for modern wireless networks

CTU has published a draft measure for public consultation covering the 24.25–27.5 GHz band to set updated technical conditions for fixed and mobile networks and to foster high-speed wireless development, including 5G and fixed wireless access, while supporting Industry 4.0 and campus networks and providing information on shared-band usage for coordination with existing users. The proposal would designate parts of the band for local FWA and establish a dedicated section for mobile networks, while planning a gradual release of up to 2400 MHz for future mobile networks operated by RF license holders; as of 1 January 2032, the number of rights in 25.1–27.5 GHz would be limited to create a contiguous spectrum for high-capacity networks. Prague, February 24, 2026 – CTU has published a draft measure of a general nature for public consultation – part of the radio spectrum utilization plan for the 24.25–27.5 GHz band. The draft sets out updated technical conditions and rules for the use of this band by fixed and mobile electronic communications networks. The aim of the new regulation is to create a transparent and predictable environment for the development of high-speed wireless networks, in particular fifth-generation (IMT/5G) networks and fixed wireless access (FWA) networks, while supporting the use of this spectrum for Industry 4.0 and campus networks. To facilitate coordination with existing users, CTU will also make available information on the use of radio frequencies in the shared parts of the 24.25-27.5 GHz frequency band.

Fostering development of 5G and FWA networks

The 24.25–27.5 GHz frequency band allows for the use of wide spectrum blocks and the achievement of very high transmission speeds. The new proposal reflects technological developments and market demand for high-capacity wireless solutions for urban agglomerations, industrial areas, and locations with insufficient coverage. Among other things, CTU proposes to define parts of the band for local fixed wireless access (FWA) networks or to establish a comprehensive section for mobile networks with mobile terminals. The intention is also to gradually release up to 2400 MHz of spectrum for future mobile networks operated by radio frequency license holders. CTU therefore anticipates that, as of 1 January 2032, the number of rights to use frequencies in the 25.1–27.5 GHz band will be limited in order to create a contiguous spectrum for future high-capacity mobile networks.

Gradual release of the band by fixed links

The proposal also regulates the conditions for fixed point-to-point connections in part of the band. Existing connections will only be allowed to operate for a transitional period: in part of the band until 31 December 2028, and in the remaining part until 31 December 2031. New individual rights for fixed links will only be granted in exceptional and duly justified cases, for example to address infrastructure in so-called white spots with insufficient mobile signal coverage. When proposing the dates for the transitional period for the gradual release of the band, CTU balanced the intention to introduce new networks while taking into account the needs of existing fixed link operators, the continuity of services provided, the possibility of gradual migration to other bands, or the replacement of existing links with optic fibre infrastructure.

Protection od satellite and scientific services

The proposal includes technical conditions to limit unwanted emissions in the 23.6–24.0 GHz band, which is used by passive satellite systems for meteorological and climatological measurements. In doing so, CTU is fulfilling the Czech Republic's international obligations under the Radio Regulations and European harmonization decisions. The proposal is based on the European harmonization of the 24.25–27.5 GHz frequency band for wireless broadband services, ensures network compatibility in cross-border areas, and supports the efficient and economical use of the radio spectrum.
