Charity regulator appoints Interim Manager to Brighton and Hove Heritage Commission

The Charity Commission, the regulator of charities in England and Wales, has appointed an Interim Manager to Brighton and Hove Heritage Commission (registered charity number 1193686).

The charity was placed under statutory inquiry in July 2025 to investigate concerns about whether the charity’s governing document is fit for purpose and whether any failings or weaknesses identified in the administration of the charity are a result of misconduct and/or mismanagement by its trustees.

The Commission has appointed an Interim Manager to the charity, whose role is to undertake certain duties in line with the charity’s governing document.

Pippa Garland of Russell Cooke LLP is tasked with:

  1. taking any steps immediately necessary to secure the property of the charity including taking control of and managing all assets of the charity.

  2. administering the charity until such time as there are validly appointed trustees.

  3. after the governing document of the charity is amended by the Commission by a scheme under section 79 Charities Act 2011, confirming the charity’s membership, then holding a general meeting at which a new board of trustees is appointed.

  4. reporting progress to the Commission on a regular basis as agreed, and in compliance with the Charities (Receiver and Manager) Regulations 1992.

  5. discharging such other related general functions as the Commission may reasonably request.

The Interim Manager has been appointed to the exclusion of any trustee of the charity.

The Commission’s inquiry into the charity remains ongoing.
