The Memorandum strengthens the coordination of the two institutions in the exercise of their legal competences. Specifically, it defines the principles and areas of cooperation in cases where the competence of both regulatory authorities intersects or where it is necessary and beneficial to share relevant information with each other, to consult operatively, to provide each other with the necessary documentation or available data.
"In addition to consumer protection and strengthening the resilience of infrastructure and services, we also want to share our experiences from analytical and regulatory practice with our colleagues from the ERO" said Marek Ebert, CTU Chairman.
An important area of active cooperation is also the deployment of very high capacity networks or the mutual sharing of data and information on the interference of GNSS signals, which can affect the activity of electronic communications and energy transmission systems.
In the Memorandum, CTO and ERO also commit to joint education and awareness-raising activities aimed at protecting consumers, including vulnerable groups. Cooperation shall contribute to raising public awareness and better orientation of consumers in available services in telecommunications and energy.
“We help consumers navigate increasingly complex environments, be active and avoid potential pitfalls. We offer tools to help them get more advantageous offers. Strengthening network security is also an important part of cooperation. Thanks to gradual digitalization, their reliability goes hand in hand. That is why the CTU is involved in our working group investigating the extensive power outage from last year," says Jan Šefránek, ERO Chairman.
As demonstrated not only by the recent power outage, but also by the situation during the floods, active cooperation between the CTU and the ERO is crucial for maintaining the security and resilience of the state's critical communications and energy infrastructure. Therefore, both institutions will cooperate in the preparation of legal regulations, the creation of methodological materials, supporting recommendations and guidelines.
