The Council for Media Services is an administrative authority responsible for supervising compliance with the legal regulations governing broadcasting, retransmission, the provision of on-demand audiovisual media services, and video-sharing platform services. It is also responsible for overseeing online platforms and other intermediary services established in the Slovak Republic. Given the large number of regulated entities, the regulator identified a need to take into account the varying levels of risk associated with different intermediary services when carrying out its supervisory activities.



What we delivered


Recommendations on the risk assessment methodology: We analysed and provided comments on the risk assessment methodology for intermediary services proposed by the Council, with the aim of supporting the development of a coherent framework for supervisory prioritisation. As part of this task, we first reviewed the relevant legislation and publicly available methodologies used to assess the risks associated with online platforms, including very large online platforms. Particular attention was paid to risk criteria and their weighting in the overall assessment of service risk. Drawing on approaches applied in other regulatory frameworks and sectors, we developed specific comments and recommendations for improving the methodology. Our findings were subsequently discussed directly with the regulator.
Training series: We designed and delivered three full-day training sessions for the Council’s staff and members, focusing on the full spectrum of European digital regulation and on the interplay between individual EU regulations, the Digital Services Act, and regulatory frameworks governing artificial intelligence.
